The city of Kismaayo is expanding at a tremendous rate. In the past two years more than 50k Somalis have returned from Dadaab returning to Kismaayo. The local courts have been inundated with land disputes. The city has no proper planning because of years of anarchy and individuals occupying government buildings, building directly on major roads. This chaotic environment is what they are trying to improve from.
It's irrational for us to expect the locals in Mogadishu to vacate government buildings, military bases, and except others to stay in Kismaayo.
