Can somebody explain to me what the hell does that mean, one-man-one vote but with quota??? which basically means a majority clan is cheated for their numbers and a minority clan are given a boost through quota? .

So let me try to understand this , it basically means if H.Y or H.Awal can through one man one vote elect double that of the Gedabursi and northern Harti , that can be preempted by introducing a quota system.

True story. When the US was setting up its government for the 13 colonies, Virginia was the superpower. It was the biggest, wealthiest, and gave the country most of its top early revolutionary leaders (George Washington, Thomas Jefferson, etc).

Each state had to ratify the US constitution for the country to exist, but the smaller states and rival states in the north were unwilling to cement Virginia dominance so a compromise was reached;

The US Congress would be two chambers and both chambers had to pass the same bill to become law. One chamber, the House of Representatives would be based on population (pro-big states like Virginia) and the other chamber would award every state 2 Senators regardless of size (pro-little states).

They even made the nation's capital Philadelphia in Pennsylvania, a rival of Virginia, although when fears of Virginia dominance abated the capital would later be moved to a block of land torn from Virginia which would come to be known as the District of Colombia with a city called Washington.

Power sharing is a necessary and useful constitutional idea about holding the line between majority rule/minority rights and stabilizing the country by making everyone feel as though they have a stake.
