Article 54 of the constitution of Somalia states that all matters of defence/military is exclusively a matter for the national government only. So why does the clan enclaves like PL have their own military forces that in some cases are more powerful than the national armed forces of the SFG
A viable and unified country only has one military that is aligned with the central government otherwise it is a fake country
