He needs to set up various committees and agencies including those that deal directly with the people who rise issues, concerns as well as ideas. Then other groups/agencies should study and see if for example certain ideas are feasible and actually practical and forward thinking.

Superlander, Cagjar is Somali-nationalist and pacifist, so as long you don't deny your Somaliness like some flip-floppers you're family and more than welcome. As far as ONLF is concerned, Isaaqs are in their black books while Issa had been supporting their case, even they have top officers in ONLF namely the deputy commander. Overall, as the wind of forgiveness and harmony is blowing in the region and i, personally don't think there'll be any grudges as we're facing bigger threats now than ever.
