Unfortunately he comes from a minority clan so unlikely he will become president in the current scheme.

Regardless I think Mogadishu needs a no nonsense leader
That is willing to do uncomfortable things for the greater good.

Kheyre is already the prime minister and runs the government. If you consider this administration a failure/weak then I am not sure how you can consider him a strong no nonsense leader. From what I know and understand, this government is doing just fine and there is a lot of unadvertised progress being made. The next administration will have it easier due to this progress and will continue that work. The country is headed in the right direction and things will only get better.
