djibouti has no clout in somaliland though sahal. the emirates are a bigger player and they are no longer taking part in the yemen war hence why a military base in JSL is not necessary

So this was a base that would house UAE troops? I am a little confused. Isn't it a good thing that it did not happen? Whatever money the government in Hargaisa would get would probably be minimal and even then there is a very good chance it used to build hotels and villas by those in power and would never reach the average person.

Djibouti is also close with the Saudis and hate the Emiratis as well. The Saudis with their Red Sea idea similar to GCC is drawing closer to Somalia and always preferred centralized govt instead of secessionist agenda pushed by the UAE. sxb i dont know the djiboutians reasons but the main obstacle for this militart base is that it will violate the arms embargo on somalia and SL is not yet a recognized country therefore its better to change it to an airline hub. djibouti may have suggested this to biixi.
