INTERNATIONAL PARTNERS JOINT PRESS STATEMENT ON ELECTIONS IN SOMALIA
Mogadishu – Somalia’s international partners* reaffirm the importance of timely and effective preparations of the 2020/21 federal elections.
At the Somalia Partnership Forum on 2 October, the Federal Government committed to enact the Electoral law and the amended Political Parties Law by December 2019. The Government further pledged to include at least 30 per cent minimum quota for the representation of women in parliament in line with commitments made before the previous electoral cycle; to establish security arrangements to allow as wide a participation of the Somali voting population as possible; and to conclude the electoral processes on the basis of credible, peaceful, “one person, one vote” free and fair elections by the end of 2020/early 2021. These undertakings are based on long-standing pledges by a wide range of Somali leaders to hold a direct, ‘one person, one vote’ elections in 2020/21. The partners urge the fulfilment of these commitments.
In recent days, international partners have held consultations with the National Independent Electoral Commission (NIEC), the Speaker of the House of the People and the Speaker of the Upper House of the Federal Parliament, the Somali Federal Police Commissioner in his capacity as Chairman of the Electoral Security Task Force and Prime Minister Hassan Khaire. The partners took stock of progress and commended these Somali authorities for the election-related tasks accomplished to date.
In line with the commitments made by the Federal Government and other Somali stakeholders, the partners urge that the future election model should:
Respect the Constitution;
Ensure that the federal elections are held on time in late 2020/early 2021, without extension of the terms of the Executive or Parliament;
Ensure fair representation of all Somali communities;
Afford the Somali people the opportunity to directly elect their representatives through “one person, one vote”;
Include a role for political parties in the elections;
Guarantee a minimum of 30 per cent representation for women in the Federal Parliament;
Enable the broadest possible participation including of internally displaced persons;
Enjoy wide support among all Somali stakeholders;
Be capable of being implemented effectively and securely and of attracting sufficient funding through application of these principles;
Result in peaceful election of leaders who have broad legitimacy, and
Respect the mandate of the National Independent Electoral Commission.
The partners call on the House of the People and the Upper House of the Federal Parliament to complete the adoption of the Electoral Bill and the revised Political Parties Law by the end of 2019. They also call on all stakeholders and institutions in Somalia to set aside their differences and engage in constructive dialogue.
Somalia’s international partners remain dedicated to support the advancement of Somalia’s commitment to good governance. The partners will continue to provide support to the electoral process and stand ready to offer technical expertise to the relevant Somali authorities as they devise a credible and implementable electoral model.

Farmaajo was scheming extension through the National "independent" Election Commission (NIEC) and then he asked the cabinet to ratify the electoral bill and they did but was rejected by a parliamentary committee kheyre himself was behind it. he also wanted to be elected directly by "xoogaga wadaniyiinta" who were going to be gathered in Xamar the parliamentary committee wich was composed of mucaarad mps and the kheyre wing rejected this as well.

I had assumed you were younger and more educated (i.e. "sophisticated"), but ever since you showed gross ignorance about the fundamentals of state formation in Somalia, I realized you were in over your head.
It's like talking to a typical jaahil Somali at a coffee shop fadhi ku dirir.
You understand local Somali issues like who is what tribe and which person paid what bribe money, but the basic underpinnings of state formation held in joint contract guaranteed by Somalia's partners is something whose technical details you are completely ignorant to.
This is why I am always surprised by the irrelevance of your responses on this subject. They always seem petty and small; I realize now that's only because they seem oblivious to the BIG PICTURE.
Because one doesn't see the big picture and because then they are not aware of the technical details that govern PROGRESS in Somali State formation, the explanation for issues like this is only in ways most Somalis understand mostly throughlocalized, petty disagreements (hebel talked who, hebel has something called xoogag wadaniyiin, hebel fulaan says this).
It's why you keep using buzzwords like "xogaga wadaniyiinta" and other misinformation campaign probably orchestrated inside Parliament for why they are trying to deviate from 1man/1vote. [My theory is the usual corrupt MPs are scared their reelection will become very competitive or uncertain ]
They are simply trying to confuse the political debate by mischaracterizing Farmaajo group's initial support for Proportional Representation WITHIN 1man/1vote as if that is the only way to implement it? Through that mischaracterization they want to provide justification for spoilingthe entire mandate as they have been hinting the new law is NOT 1man/vote.
ALL THAT IS IRRELEVANT.
But that's why that misinformation campaign had people like YOU against 1 man/1 vote as of just couple days ago;
It's also why the same ignorant people that sold you that simple, pretty, localized explanation due to their own ignorance about what is really at stake, convinced you Farmaajo could get rid of 4.5 if he wasn't stopped.
Remember my incredulous response when I realized how gullible you were to be made convinced by anyone such a fundamental underpinning of ongoing Somali state formation could be removed without 100% support from all principals (at the LEAST)?
1. This has nothing to do with Farmaajo. It could be Hassan Sheekh sitting there for all we like.
2. There is a framework here and a mandate that is bigger than individuals including President let alone an MP (4.5, federalism, working toward 1man/1vote).
3. There are a lot of different interests in Parliament (anti-4.5/pro-4.5, anti-federalism/pro-federalism,etc) and even misinformation could be coming from different sections of it as political warfare (xoogaga wadaniyinya blah blah blah)
4. MOST of the stakeholders have officially and publicly adhered to the original framework and mandate of transitioning to a system of 1man/1vote including the President leading the Executive branch, the independent commission led by Halima Yareey, and the Federal Member States.
5. The ONLY stakeholder that has signaled they will deviate is Parliament which has hinted in the election law that is still being worked on that it will propose a law contrary to 1 man/1vote
6. The UN/Donors as the GUARANTOR of the framework has stepped in to pressure Parliament (as the only deviated stakeholde) to change course as the mandate is binding, i.e. contract.
7. The IC statement is the beginning of a showdown between the "rebel" stakeholder (Parliament) and the GUARANTOR or "DAMAANAD-QAADE (UN/Donors).
8. In the end, there will be a compromise that provides "CONTINUITY" of progress in State Formation.
9. Mark my words; the compromise from UN/Donors will be they will accept universal 1man/vote cannot be done now in exchange for something that is more universal and competitive than 2016 elections.
10. I will WAGER an arm and a leg that what they have been demonizing as "Farmaajo's xogaga wadaniyiinta system" aka more universal participation will in the end be what most resembles the final election compromise.

4.5 is the political "trust" that brought Somalis together in a national government.
The International Community is the guarantor of the terms of the "trust."
It is irrelevant whether individuals have any views on it because an individual has 0 power to affect change.
4.5 is what all Somalis said we accept to even come to the table to recognize a position of "President" to exist.
You break the terms of the trust by even thinking of removing 4.5 without 100% support from all stakehikders and abolish the recognition of your own seat.

2. There is a framework here and a mandate that is bigger than individuals including President let alone an MP (4.5, federalism, working toward 1man/1vote).
3. There are a lot of different interests in Parliament (anti-4.5/pro-4.5, anti-federalism/pro-federalism,etc) and even misinformation could be coming from different sections of it as political warfare (xoogaga wadaniyinya blah blah blah)
4. MOST of the stakeholders have officially and publicly adhered to the original framework and mandate of transitioning to a system of 1man/1vote including the President leading the Executive branch, the independent commission led by Halima Yareey, and the Federal Member States.
5. The ONLY stakeholder that has signaled they will deviate is Parliament which has hinted in the election law that is still being worked on that it will propose a law contrary to 1 man/1vote
6. The UN/Donors as the GUARANTOR of the framework has stepped in to pressure Parliament (as the only deviated stakeholde) to change course as the mandate is binding, i.e. contract.
7. The IC statement is the beginning of a showdown between the "rebel" stakeholder (Parliament) and the GUARANTOR or "DAMAANAD-QAADE (UN/Donors).

After the response to his election, the idea just disappeared but they seem to have galvanized it once again in a new election cycle.
The irony is in the IC press release, they specifically addressed this negative political rhetoric that attempts to legitimize overlooking IDPs/vulnerable communities
Enable the broadest possible participation including of internally displaced persons;

This is a classical takedown in one topic that sums the career of Sahal in Somalinet politics lol his obsession with Kheyre being a supreme tactician and his insistence narrative of "Farmaajo failing" debunked all under one roof. In a nutshell, Sahal explains things in a lingo that the normal person can understand and is derived mostly from cafes and marfishs, whereas Voltage looks at the bigger picture and driving forces of Somalia, the state. Ultimately the two are merged and a middle ground is found, but Sahal too often assumes the local affairs dictate things more than the IC. A lot of times, its what the IC wants that these entities have to implement regardless of who he is the president/PM. The IC has this immense power simply bc they fund the govt. The regional leaders are also subservient who refuse to take orders from Villa Somalia but instantly change their minds once James Swan is discharged and has a "close door" meeting with them.
Its good to see the same ideas which Sahal blamed for Farmaajo are the same bulletin points that the IC released. The only good thing he could pull out, like most of the opposition, is the term extension, which Farmaajo categorically denied on multiple occasions.
I wonder where the mighty PM Kheyre is now since the IC has firmly said 1p1v is imperative.
