somaliland and puntland will be forced by the international community. the groundwork for somaliland is already being laid out. the 1 person 1 vote just needs to as widespread as possible for example have two or three cities in each district participate. not every village needs to have a voting poll.

a census needs to be done first and seats needs to be allocated based on that.
