Contrary to GeoSeven's claim of 'a portion of the populace', the last video I've posted proves more than 50% of bulshada Beledweyne have evacuated. It's from a reporter on the ground, reporting for Hirshabelle's own Hiiraanweyn TV. With the dayr and gu' seasons on the horizon, and no long-lasting solution to the recurrent floods, a majority of the evacuees have become disillusioned and exhausted, and as a result do not plan to return.
The dual strategy of the anti-flood committee is levees and sand. The problem with the levees is, it lacks foundation, built above muddy soil, and constructed with simple dhagax and plain shiminto, as the image shows:

The way and the materials used to construct the levees are ill-suited for containing floods, particularly ones affected by climate change.
As for the sand strategy, one has to wonder what the committee were thinking. Didn't they take into account with torrential rains, also affected by climate change? This sort of solution is only gonna compound the problems. An image showing the efforts of the committee:
Per my estimation, it would require spending at least $25 millions, the involvement of international construction companies, the involvement of AS to provide security for the duration of the construction--to construct a long-lasting hybrid system that manages the floods. The question; is any party or individual (rich enough) willing to commit to such a project?
