Mandera and all of NFD are occupied regions bro. They don't have control over anything. The governors of Mandera, Wajir and Garissa counties take orders from some Kikuyu bantu overlord. The only difference is unlike reer Garissa, reer Mandera and reer Wajir have long ago decided to refuse to become lowly and shameless jaajuus for these bantus.
