What is happening now is what has happened in Baydhaba against Abu Mansuur militia, in Galmudug against Ahlu Sunnah militia, in Dollow and Beled-Xawa against Janan's militia----it is time to clean up the armed non-state actors.

It is plain what Farmaajo has been doing; there can be no armed non-State actors unless you are an enemy to the State and so far only Al Shabaab has announced it is an enemy to the State.
