It's called budget allocations, since you have no government over 30 years you don't understand what's rights and obligations. They have the rights to get what ever other citizens get from the government. And they fulfill their obligations same like others. It's not like they are collecting their own tax . You can take your shipment all the way from lowyocado to tukaraq and you pay only one tax , not 2, 3 or 4 because that's what happens in your country.

All those regions you are crossing are not doing this for charity. They are fulfilling their obligations something zoomalians do not understand yet , and by the end of the year they get their fair share of the tax return. Dhulbante do not have an administration independent from Somaliland.
