I would be surprising if this didn't happen.
Hsm regime is designed for misappropriation.
No doubt they will amass wealth however, the donors are keeping hsm on a very short leash.

It seems like they want to redirect these funds to their personal coffers using the ever opaque “war on AS” excuse. This government lacks any moral fortitude.
