My guess is that he is mentally sick and his relatives doesnt want him to run away and disappear in the waters thats full crocodiles of Paythons and other poisonous snakes .
Shackle him is best solution while family busy with daily life, its one of the sad things that face the somalis apart from war and hunger.

The question is, why does God continue to punish the Somalis with these floods and droughts?

They are sinners. It is an expiation of sins.The lucky sinners are punished and tried on earth.
For every trial we face is something our own hands brought forth.
Lot more are forgiven by Allah.

Allah, lets the disbelievers to live life of ease and heedlessness. Their sins accumulate and they go with them to the grave and regret.

This must be the theme of Somalis in the flood stricken regions - hence Allah is punishing them. They need to be purified. On the other hand, people with more sins, they get off scott free in this life, to be punished harshly in the next because, because, well damn it, because Lac said so. Yeah, makes sense to me.

the restrained man is JAREER, so who really cares? dem JAREERS got no legal or moral rights and rightly so... the real reason was locals have accused him of witchcraft in which he put the yaxaases under his spell and send 'em after the peace loving locals. i think he should be excuted. u should agree with me too unless ur JAREER lover. r u?
