If it is specifically allowed in the Qur'an or authentic Hadith, then it is halal.

If it is specifically forbidden in the Qur'an or authentic Hadith, then it is haram.

If it is not mentioned in the Qur'an or authentic Hadith, then it is Makruh.

All things must be either haram, halal or Makruh.

Therefore, your husband can go down on you and it is Makruh - neither permitted nor forbidden. You can go down on your husband and it is Makruh.
